Anil S.K. Jain, a former chief of staff to Prime Minister Manmohan Singh, has reportedly raised allegations against the intelligence services in the IRB's main office in Delhi.
The report said Jain said that senior officers in the IRB's Delhi office had been "tortured" by the IB and IB officials to produce false documents.
Jain's allegations have not been verified and an IB spokesman declined to comment about the allegations. However, a statement issued by the IB's Delhi office said that when officials in the Delhi office had to produce documents relating to terror financing and terrorism-related charges, they had "to get a warrant from senior IB officials. This would take them hours," adding that any such move was against the department's procedures and would only happen after "appropriate time has come".

Police search for murdered pensioners remains strong
A member of Staff's Patrol, Det Ch Insp Craig Woodcock, says an outpouring of support was in evidence, but it would take time to rebuild relationships.
"The biggest barrier to it is still the mental health and emotional scars that are left by the loss of so many of those pensioners, and that's something we all need to understand more about because we cannot undo the legacy of those lost," he told BBC Newsnight.
Police are searching the grounds of the home where their remains were found. There has been widespread speculation that they were murdered, although no arrests have been made and police said they were still trying to establish whether the case could have been solved earlier.
The home is still surrounded by a police cordon. The main road across the property is closed. It is said the police are aware of one family - two sisters from Luton and one son from East Midlands - who lives at the home, but it is not known if they live there.

The family's brother, Tim Pugh, who was arrested shortly after the murder, has said he hoped the investigation would reveal some answers.
Tim and his brother Chris were both killed in the early hours of the morning, in the first investigation into the incident.
The two bodies were discovered in a wooded area near a field in the village of Bournemouth near Bury in East Anglia.
'I'll never stop asking'
Speaking on BBC Radio 4's Today programme, Tim Pugh told the programme that his daughter, Emma, had never met him, so it was only natural that he would be upset.
He said: "I don't want to be in the way when my people have to have their answers. That's the way I am and I'm still asking for those answers.
"Ian would have wanted me to tell Ian that I knew that was what had happened to his dad."
"She would want me to say it. She knew and she wanted me to know that the thing happened to his father.
"I've talked to the neighbours and I've spoken to Ian. You want me to say anything? I'll never stop asking."
